# Victoria’s prison population rises 15% ahead of the state election

Victoria will go to the polls on **28 November 2026**, and new ABS data provide an important measure for the coming debate over crime, bail and corrections policy.

Victoria had an average **7,447 people in prison in the June quarter**, up from 6,469 a year earlier — an increase of **15.1 per cent**. That was the fastest percentage increase of any Australian state or territory.

The national prison population increased 6.9 per cent over the same period.

Importantly, Victoria's increase was not solely a remand story. The number of **unsentenced prisoners rose 16.0 per cent**, from 2,575 to 2,988, while sentenced prisoners increased **15.0 per cent**, from 3,849 to 4,427\. Benchmark calculations use the latest ABS corrective-services data cube.

There is an important qualification.

Despite the rapid increase, Victoria still has Australia's **second-lowest imprisonment rate**, at 132 prisoners per 100,000 adults. Only the ACT is lower. Queensland's rate is 270, NSW's 208 and Western Australia's 357.

The increase is occurring alongside deliberate changes in criminal-justice policy. Victoria tightened its bail laws during 2025, including tougher tests for several serious offences. Parliamentary budget estimates noted the expected pressure on prisons and included **$727 million to prepare additional prison capacity**.

That makes corrections an important policy measure heading into the election.

Tighter bail settings can keep more accused offenders in custody while their cases are determined, but they also increase remand numbers, prison-capacity requirements and public expenditure.

The latest numbers therefore provide useful context for the election debate: **Victoria is starting from a comparatively low imprisonment rate, but its prison system is now expanding faster than anywhere else in Australia.**
